Mercenary/Traveler hiring

I think it would nifty if you could recruit mercenaries or travelers who wandered to town from town, and eventually, your town. That would save the long runs to and from different towns, especially if you have hired everyone from neighbouring towns. I jus think it would make sense that more than 8 guys (my current number of people) can run a town the size I actually have. (Everything from tech lvl 1-3)
