Max carry weight in % instead of integer

My guy is lv 67 farming and it says he has 100% harvesting yield which doesn't sound right

Also he is also failing when harvesting so obviously the harvesting yield is not 100%

NPC's no matter the faction somehow keep getting stuck in this area.

Some other save files are correct though, reading 0.98.38
