My guess would be that you have the wrong version of that file. It has been a thing in the past for other users. I assume you need the 64 bit version, and that you may have the 32 bit version. Given that your error code relates to attempting to use a 32 bit system to run a 64 bit program. Searching...

First thing I'd do is install all the files in: Kenshi\dependencies Might not work, since you've already been reinstalling the related programs. But sometimes Kenshi is weird and needs a very specific version installed, so it comes packaged with them for this very reason. Otherwise, I'd run Depende...
