That would all depend on what type of terrain you are trying to change but I don't think many people would like to just have flat foundation because it would make the appearance of their town or outpost or whatever type of group of buildings look sloppy so yes you would have to be able to change the...

I agree with the time consuming aspect but the expense not so much realistically yes it should cost more but say for a building that would cost 40 BM (Building Materials) ad say 10% to the cost to make the terrain level making that building cost 44 BM now instead and to add to what I previously said...

Hey why not make it so your people can level out terrain whether in the the building process or time added to it so the building can look more level and not randomly sticking halve way into a mountain or dune or having a piece of the terrain sticking through the rough of the building.
