Not sure if the issue is resolved, however I was playing yesterday and the dummies seemed to work. My new recruits went from melee attack skill lvl 1 to lvl 4 very quickly. I will note that this is on existing dummies in towns (2 towns tested) and I have not tried crafted dummies. After checking the...

I noticed this as well, although in both cases I found my bounties

1) They appeared outside the village, falling from the air (then buried in the sand)

2) I quick saved in the town building and found the bounties lodged in the roof (able to be collected)

I now quick save in buildings
