I also have gotten this issue a couple of times with joined characters but saving and reloading from main menu (which respawns and replaces all characters/npcs) or picking 1 up and putting back down with a different character works for me

I can confirm that alidevil's solution has always worked with this issue for me. Except once which cause the stuck character to fall through the map.

Just to let you know I find if you talk to police CHIEF npc in the prison and select take him (when you have a npc with bounty listed on it's info screen on your characters shoulder) it seems to work every time without exception for me.
