I'm still running into the same problem, and I've started a brand new game. Is there some trick other than putting items into a Shop Counter in a public building in a public town? I have it in a Small House, does it need to be a Saloon?

I just bought Kenshi yesterday (so I don't have any old game-saves to import) and I'm also running into the problem of traders coming to the edge of my town and switching between Aimless/Shopping/Wandering Trader. My town and all buildings are public. Any news on how to fix this?
