Alright, I re-read and re-read the post you linked and it finally clicked when I looked at the resource.cfg in the data folder. The game won't read custom folders unless you add the path to the the right area in that document.

I am using GIMP. But I really burned myself out trying to get the textures to work, because none of the compressions work, no. However, I did discover a workaround: I created (copied) a editor_data.XML for the Super Mutant race, which not only allowed me to make them green by changing the skin tone ...

Hey, thanks. I will try this soon, I never chose to generate mipmaps so that may be why the textures weren't working.
EDIT:
Unfortunately it didn't work. The body of the character is just matte black no matter what I do to the texture.
