Since there is usually a lot more you can do with cloth and leather but not a lot of ways to get it. Why not make it salvageable when you already transitioned from cloth/leather armor to metal ones. You could use it for better things eg beds and what not.

Since there is recycling for armor and weapons that are metal, why not recycle cloth ones as well for fabric and leather.
