Yeah, the idea is that you can deny them if you are strong enough to stand up and fight. It wont just be those taxes either, other factions, cults and even bandits may come along demanding taxes or tribute. You will be harassed. Nice :D Do you have any idea when the next update will be? I'm not try...

Though I am not too fond of steam, it will definitely give Kenshi some major publicity. (excellent post RoqueDemon). Just as a side note for people who don't know. A game being sold on Steam doesn't mean that it can't be sold anywhere else or that it's going to force the use of Steam if it's bought...
