So I have been situated in Brink and over time it was a couple slavers coming in and sometimes leaving but now there is a huge pool of them.

Is there a way to rid of them without having to kill them all. Each time I train my characters to take them out they triple their numbers.

importing into a new game would do it.

rebuild your navmesh Ctrl + Shift + F11
then open, close, open your doors.

If you build a shop counter, they won't fucking stop coming...
