Faction Status
The secondary or tertiary factions, is there a way to generate positive relations? I have come to the rescue of many factions and never even after first aid seen an increase in relations. I understand it is suppose to be a small increase say from first aid, but it would be nice to know if I am missing an integral component in bettering my relations with sub factions, such as floatsom ninja's(without joining).

That's odd. I think i remember something being said from the devs about fixing relations through healing and rescuing. Ever since, i actually healing every bandit, outlaw and dog passing by my base, hoping to at least equalize relations, not damage it further. Also, I think, if trading is available for the faction of interest (like Flotsam, in your case) you can do that to increase relationship. I'm not sure how it works, but i recently traded some amount of goods with the Empire and gained a bit of standing. I'm sure i've not done anything else, aside from trading.
Also, i believe you can also bring cannibal leaders to Flotsam's cages to gain reputation..

Well I had two Black Dragon Ninja's each with a 20k bounty on their head. I initially took them to the floatsom village on the off chance I could garner some faction rep. If they have a location you can drop off bounties I did not see it. I spoke with the Leader of the faction and their were not any dialogue options pertaining to bounties. I don't remember seeing prisoner cells either. I did find a bunch of recruits as I had never thought of entering their faction HQ until now.
What I did do at that time was take them to Worlds End to collect the bounties. ( I have recruitable prisoner mod, I had hoped I could recruit one of them, the option never appeared. They were always enemy) I check my status before and after I collected the bounty for the two ninja's and my faction standing did not increase with the tech hunters.
So I guess my question at this time is, is the tech hunter faction different from the guards at worlds end? I assume really it's the university that perpetuates the tech hunters. I expected some change.
Tonight or tomorrow I will go hunting for cannibal leaders/war chief's anything with a bounty. I will take them back to Floatsom just to check if the leader has any different dialogue options. I did go ahead and ally myself with them to add some spice to my game. I am already multi-racial, so basically I am already almost attack onsite with holy nation so I figured why not.

Nah, i'm thinking that if they don't have cages, you can't turn bounties anyhow

I had heard continual trading being a means to slowly increase relations. I have been trading at my outpost with western hive traders, quite frequently. I will check the status with them.
I did venture forth back into cannibal territory, and since I recently imported my game again( I did this mainly to clean up the yard trash around my base, when I immediately deconstruct items I never pick up the building materials or iron bars I just make more.) The Cannibal wizard was still alive. I took him and a couple of smaller bounty chiefs to floatsom village. Please note I am now green to them as I joined up with them in one of my previous sessions.
I spoke with moll again holding the wizard, no dialogue change or acknowledgment. I proceeded to sell off some stolen equipment ( cannibal and other crap I had acquire from random aggressive mobs or dying non aggressive.) In doing so I noticed leaving the floatsom village I was taking hits. It took me a moment to figure it out but the gate guard was shooting me with crossbow bolts. I didn't think about it and left, basically unphased, though I decided to make 60k by selling off the 3 bounties I had in Worlds End. I head out there stand in the middle of town for a moment and the next thing I know the guards are attacking me. I didn't look to see if I had a criminal tag or not, but I must have. Was it from selling the stolen goods or from hauling around 3 cannibals against their will.
either way I decided to reload the game before this all happened. I plant to just head to WE to see if I can collect the bounties or potentially get some rep.

The police station in World's End is actually a United Cities police station, so turning in bounties there won't raise your Tech Hunters/Machinists rep, only UC. I think this is strange personally and would eventually like to fix this in a mod. Flotsam Ninjas have no police station. Most factions don't and don't set bounties, unfortunately.
Healing/rescuing members of a faction will raise your rep with them but it's such a minuscule amount for how rare the opportunity is that you probably won't get to ally status in any normal playthrough.

Looks like World's End is a very odd city. Machinists and Tech Hunters forms a University unclave, police is governed by UC and they got some Phoenix statues to please passing by Holy troops, who never goes anywhere near the cliff. At least i've not seen a single paladin there.
It took me a while to figure out why I was continually being attacked.
Apparently one of the Cannibal chiefs died during transport and I was committing a crime by carrying around a dead Cannibal Chief? This is why I was attacked at Floatsom and in Worlds End.
My UC reputation is going up, I will have to tell if this is due mainly from almost exclusively trading with them or the bounties. I have never had a dialogue when turning in a bounty that allowed me to do it basically for rep or cats, just the offer of cats.

Damn, I have been delivering cannibal leaders and unique bosses to prisioner cages directly and wondering why I didn't get rep boost. I'll see if by speaking with the sergeant I get at least SOME APPRECIATION of my work for the community. I have tried in Stoat, World's End and Squin, but I didn't register any reputation change after delivering anyone, Dust King included.
Is there a place where I can learn more about turning in bounties? How do you tell there's a bounty? Is it always displayed if you click on the target? Or, are there certain creatures that have bounties no matter what? If so, how do you tell? How do you return a bounty if the police tell you to get out as soon as you try to drop the target off in a cage? Do you just have to be so fast that you don't get targeted for the crime of trespassing? Are there places where bounties are easier to find?

I, personally, thought that tutorial was quite exhaustive on the topic. But then again, maybe it's because of my rich experience on the forums.
You can tell that there's a bounty, if a little panel above target stats says so. No other hidden info, if character has a bounty, it's displayed, very simple.
I think some characters has default bounty, it may be some bandit boss or unique criminal from a "WANTED" poster.
I'm not sure why police is attacking you, maybe the bounty you're carrying is a bit dead, watch over their health, police doesn't need dead criminals, apparently. Also, don't just drop them into cages, speak to the police chiefs, just like tutorial suggests.
And the only place i can think of with high bounties density would probably be swamp towns. And maybe Mongrel. These are the places for exiles and outlaws.

I've only ever seen one bandit with a bounty, and it was just a random dust bandit. Seems like there would be more, since people talk about turning in bounties for profit. That's pretty unreliable profit. You're better off hunting fogman princes to sell their heads.
I picked up that lone bandit with a bounty and walked him into a HL city. I went into a tower to put him in a cage (which I could have sworn was one of the tutorial's stated options for delivering a bounty, but it's been a while). As soon as I entered, the guards said, "You aren't allowed to be here. Leave now." I didn't get the bounty to a cage, or find the chief, before they arrested my guy. Maybe I wasn't in the police building? That would probably explain that, but it wouldn't explain why that was the same tower in which they tied up my guy after he was arrested, and why it had a whole floor devoted to cages.
I'll have to try to hunt those swamps more, see what I did wrong.

If I remember correct early on-ish you had to just pop them in a cage, this was fixed at some point so when I collect a bounty I now always talk with whichever police guys is on duty( whoever has a dialogue option ).
Some of the ninja of different groups have bounties. I've even seen bounties on Dust Bandit bosses and of course the Dust King. There are many out there.
