Rebuilding bought ruin houses?

I bought property in the hub and in ssqib both were ruined but after i bought them its not given me the option to add building material to start construct ion....what wrong??

Did you try selecting a character (not an animal) and hold right click on the building?
In 0.98.9 characters with engineering job also automatically start the repair.
