I noticed my guy can perform a "stealth kill" but whenever I select it on an enemy he just stands there not moving.
Am I not high enough level for it or is it not implemented yet? My guy is level 40 assassination.

you can only knock out
you cant kill. and i do not know if the Dev will actually add it as that system is currently easily exploitable.

If I remember it was said that our players would also be vulnerable while unconscious, making it just equal more trouble for the player. Maybe get a mod to do it?

Speaking of KOs, the Dust King bandit with a bounty of $35k got taken out first because he stood guard outside his tower. I kidnapped him from the base without alerting the guy next to him, well actually I took him out right after so he won't sound the alarm and then walked out with the bounty.
It was harder to dodge the roaming squads on the way to the nearest police/military HQ which was the town in the Shek Kingdom south of The Hub. It took about 30 minutes real time.
I didn't take him to the The Hub because I didn't see any police HQs there and the next closest town was the Stack to the north which is the same distance as the south town.
Anyway, that was fun but I doubt I can get that lucky twice.

Yeah, i had something like that happening just now too. I arrived at the tech lab all the way to the south-west below where "you know who" resides. When i first went in with my OP stealth character NOT ONE security spider saw him! He literally looted EIGHT Ai-cores without getting seen. I managed to get 2 more run ins to get even more stuff but thenthey finally spotted.
