I just have to post.
Ruined towns absolutely SHOULD be able to be rebuilt/captured and it's a huge PITY they as of yet cannot be.
I also feel like this should be a massive project to make functional on the part of the devs.

I can imagine that there's a complicated situation involved if there's a larger goal of factions being able to take over settlements. It'd be silly to make up a way to take over an abandoned settlement when it could just be a special case of the larger conquering mechanics.
I totally agree that it should be possible to take them over, though.

I feel like you should even be able to tear the whole place down to get the building resources. Especially if you are going for a "no pay but take from shops"-run like i'm doing now. I literally just steal everything i need. Luckily i haven't been cought yet. it requires the ability to take over towns which is not in game.
even the current NPCs who capture your town do not take over ownership.
we will jsut have to wait for the Devs to work on the feature which i belie is currently shelved and put on the luxury features list. so if it does come, it will be after full release.
