There's no cap on the distance to where they can travel? That feels weird.

There are Cannibal camps in Dreg (just south of the Fog Islands), so its probably normal to see cannibal raids as far south as Vain, Stenn Desert, and Border Zone.

What Vandala said, they are likely coming from down there. The northern territories cannot reach that far, though they do have fairly large ranges.
