Not really. Add a dash, so a gap closer, and make armor that can make bullets/arrows/etc less effective and you have swordsmen who can take out gunmen easy, but 'might' have a disadvantage versus swords. In addition, make any ranged weapons have a penalty according to range, and make most unusable while being hit. I mean really, who has time to notch an arrow or reload a gun while being attacked in your face. You'd have to use your bow or gun to deflect blows. You couldn't fight back, only block. Really isn't that difficult lol.
And in terms of the gap closing, naturally lighter weapons would have an advantage. I don't care how strong you are, you're not sprinting top speed with a gigantic axe, where a katana would be able to close distance very quickly. In terms of arrows, since their reload would be faster, make it so that the arrows can be deflected by swords, but if a swordsmen is in combat (fighting another swordsmen) then they wouldn't be able to deflect (they're busy) Don't have to do anything special to guns to make them fit into the game, besides not making them AK-47's.... Also, explosives are a neat idea for walls (think sappers on your walls) but I think that balancing those would be much harder

Using compressed air, they can be deadly; Kenshi's version of a sharpshooter.
Very, very long range, but a slow reload ( must fill one dart in after every shot ).
Harpoon guns would probably fit in this weapon category, and so would blowguns, especially with poisoned needles ( using a scorpion's/snake's poison ) for assassination.
I'd also love the idea of throwing nets, javelins, slings and bows/crossbows.
If in a future version wild animals were to be added, then all these weapons would fit in nicely!
Let's go get our food, or hunt that damned mountain lion that has been killing wandering traders for months!
On the other hand, firearms would be completely overpowered in a setting where everyone uses melee weapons, and once a guy knows how to make guns, it's not entirely illogical to think that soon those silly gunpowder guns will be replaced by full auto machine guns. Thus, atleast for me, the addition of firearms is a big no. But we still need some sort of ranged weapon, and the possibilities are not as restricted as you might think...
Also, for the post above me: I agree that if the enemy is swinging a weapon at your face, you would not be able to retaliate with your ranged weapon, but the second slot could be used for a secondary, melee weapon that could be swapped any time the enemy is engaging you in close range.

Red you just named what might be the only gun in game, Harpoon gun.
Tho i am more against guns, when you think on it you should not compare to real life that much, remember that Kenshi is more a setting of his own, maybe there was something stopping guns from advancing to further stages, like lack of worth in a battle, as swordsman might have found ways to fight against them, and making bows/xbows more efficient (and cheaper too i guess), maing an harpoon gun stay due to strategical valor.
And i had in mind a different explanation, but my laptop crashed on me and i forgot my thoughts, so i apologize if this does not make sense (most likely) i might try to fix after.

"IF" guns are implemented into the game... Here's my opinion on it.
The guns would have to be very early primitive firearms, meaning the method of firearms must be "pre-rifle" technology. While pre-rifle firearms were still able to kill and be used as guns, it couldn't penetrate through various types of heavy armor

It really doesn't matter either way, as this isn't earth, or the history channel. instead of thinking pre-guns why not guns never invented? it's not that big of a stretch and I can't think of any direct lines linking robotics to anything guns. Guns isn't the only way it could have gone, its just one of the ways.

Honestly I'd prefer Kenshi be without guns. It would pretty well ruin the melee combat. Most people would only use guns. It would be hard to imagine a negative to using them you could apply that makes melee still worthwhile.
I'm not objected to say bows/crossbows. But guns I don't think can work without effectively replacing everything else.

If you design it as a form of long range artillery, it would be completely useless against melee users that aren't previously engaged in a skirmish. Even then, you would end up killing your own men if you fire it into the fray.
Sending enemies into a panic would also be an effective form of it's use.
