1. I assume we can only control 30 ppl? (i only have 23)
2. Will this ever increase

current limit is 30 with out mods.
Increasing the limit requires optimization. which they are working on. so the limit could go back upto 50 like it once was before.

You can change this very easily with mods on the steam workshop, it's honestly just an arbitrary limit that says "go over this and we cant guarantee your game's performance will work satisfactorily"
A big optimization update is supposed to be coming soon, too.
