I've been trying to buy them from bars around the Holy Nation, but I can't find any. It wasn't like this before on earlier patches.
Are they gone for good or is it a bug?

They were removed from all bars. They still exist, but they are rarer now.

I recall seeing them occasionally in the "hiking" shops (that sell backpacks).
I still think you should be able to make ration packs (what's the big secret, really?)

But why do I have to make them now? I don't want to make a base, just wander around places.
Man whoever had this idea needs 50 lashes to learn stop being retarded.

Can anybody tell me how to actually cook them precious Ration Packs, and whether it's even possible now or will be an option ever?

You can't make them in the current version of the game.
Ration packs are the lightest and most volume efficient food in the game, second to foodcubes which are sold everywhere and can be made. Ration packs being a rare treat is a valid design choice. Stop being retarded, or whatever you think is a valid word to use for people who disagree with you.

There is a distinct possibility we will eventually be able to make them. They actually added a recipe for them a while back. We just can't unlock it right now.

Some sort of mechanized food processor that pumps out ration packs after an ai core research would be pretty cool.
