There is a cheating way to improve relation with nations/clans that have the police / criminal arrest system. If you rapidly interact with the police to improve relationship by declining payment, you can improve your numbers before he takes away the prize.
I actually didn't do this exactly, but stumbled upon it by:
1.Turning in a creature/animal with a bounty (mine was dead)
2.The police took it, but did not jailed it, compare to a human bounty (also dead);
3.Next creature with a bounty could interact with the same police, but since the police is occupied with first one, he doesn't take the second one. You're still rewarded with the influence points though.
4.You're able to keep interacting as time goes by.
You can't do this with the money because you're only rewarded with the bounty after the police jails the criminal, compare to getting the influence only after interaction. Solution/re-balancing this by changing the relation influence system similar to the bounty system.

You actually can do this with money but with your own characters. Doesn't do to terribly in decline of relationshipshit with the factions.
I was trying to train lock picking (conscious and unconscious) by escaping prison. You gain bounty every time you're caught. I have a character standing outside, waiting for the imprisoned to either come to them by either by running out to them or being picked up by the guards and dropped outside which happens whenever you escape while unconscious. Repeatedly put them back in the cell and when you're done carry them out of town and back to base.
Works well. If you don't want to damage relations just make sure they don't fight back
