isnt theft protection in Worlds End to weak ?

respond to theft there are to weak...
steal all yellow stuff there much easier than in holy empire, way too easy, even without sneaking i run around guards in attempt to wake them up and sometime it take more then several minutes for them to respond.
in some rare cases when i got caught in shop at night city guards start attack shop owner and shop guards instead of me (or they attack both me and shop guards)..... was quite funny, thought that's really rare cases...
