TBH, I've only really built up one huge base and it's sitting in the borderlands and it is quite boring as of yet, I've gone out of my way to appease those corrupt free city chumps and self righteous paladins.
But I've heard rumors, that if your build in either one of these areas you will be subject to some unique game play.
Do the free cities guys charge tax for building?
Does holy in fact attack you when your settlement gets too big?
Are these situations avoidable?

In one of my games I have a base within sight of Blister Hill. So far, it has been completely ignored by Holy Nation peeps (the river raptors are not nearly so shy).
I can't comment on the United Cities, as I haven't built there. On the other hand, I have a solo character with a house in Clownsteady, and keep having to run away north because I've upset a samurai somehow and ended up enslaved.

I've seen dialogue in FCS suggesting that UC will demand taxes be paid monthly if you settle on their land, and HN would come to you for conscripts to join the war effort (several times).
I'm not sure if it actually works or if it works as intended yet though.

I have had the holy nation ask for conscripts before. They have also run yelling about "who is building on holy grounds" or some such drivel.
But none of them survived to report our answer to their boss. But it seems as long as your gate is closed they tend to avoid you. Unless they see a shek or Skel in your base then they will attack the gates to get at them.

I also have a base in few minutes of walk from Blister Hills, completely unwalled and open, and HN never bothered me. Maybe it all depends on the size of a settlement, but i'd consider my 25-ish units society quite large by base game's standarts.
I had this happen to me actually. It didnt actually work because the feature is not in yet, but two big squads of holy paladins came and started yelling at me. Once because i built on holy land, and once because they wanted conscripts. I had to import to fix it, but yeah there is that to look forward to. I want to send some of my guys off on the holy crusade with them.
