Do these do nothing for everyone? With how long they've been in the game I would expect to have noticed a sale at sometime. Actually im pretty sure i get less visitors in general since the newland update regardless of where I am. I get attacked by the holy nation in my secondary base every few days but i feel like I should occasionally see other groups drop by.

Shop counters currently depend on where you build, there are some areas that have better access to traders than others, but traders are still very much being worked on, for now you will get some to little sales from these.

I have a town built along a road outside one of the Shek towns. I realized there were shek leaving the town to come visit me so I built a store and have been selling them rum and bread ever since. Only problem is they have limited money. So some of them just come and stand at the counter. Wish they would get a job and come back with some more cats.
You are only able to sell select items through shop counters (Rum, Bread etc.) if you are looking to sell items such as weapons you are sadly out of luck at this time.
If it's still not working you should make sure the building you placed your shop counter in is set to public. You can do this by clicking on the building itself.
