Returning a Bounty

So I just started Kenshi
I happened to come across some Garu which had been killed by the locals and noticed they had a bounty of 500 for stealing crops.
So I picked one up and lumped it across the map to the nearest city.
How do I claim the bounty for this heavy beast?

should be a constable around. look for the building with jail cells in it. or in some cases, ontop of it.
also make sure the Bounty is foir that faction you turning them into. you can check by mousing over the bounty amount.
