The first question is where to get shackles? When I unlock them, saw them, or break them, they disappear. And how do you implement slavery in the game? My Persians were in slavery, but I also want to. Will it be possible to make a whole colony of slaves, maybe even a battle army ???

the shackles are made by the NPCs.
when you take them off they should still be a physical object.
implementing slavery for teh player is not currently possible as the mechanics for it are not in game.

I do not know why, but they disappear, even on the floor they are not. Version of August 24, 2018.

they should not do that
i just escaped with 20 plus people out of slavery, every single shackle was left behind on the floors when i escaped.

Use the <alt> key. Occasionally I find I have to hit one and if it doesn't work then I hit the other one and it works.

it depends on how the characters escape slavery. If you buy them and they just follow you, or they undo their own shackles then the shackles disappear. If you pick the shackles yourself, or they join your squad instantly upon being bought then they will retain the shackles.
Basically if they have the chance to ditch them before coming under your control, they do.
