the two bars in Heng are devoid of patrons? is the city under development ... or?
Also didn't find anyone to hire/recriut. Is that normal?

No, they should definitely have been there. Perhaps they got eaten by Skimmers. This is no big loss. Or maybe they haven't been generated yet, however unlikely, and coming back later will solve the problem. Changing world states will solve the problem too.
I suppose you could import the game if you are really passionate about Heng right here and now - but there are other towns in the desert, let alone outside of it.

I've had similiar problems in Heng or generally speaking the NE corner of the map. Empty bars, maybe just the vendor and a guard.
Several play throughs / imports.. can always find this. I assume this is a bug and they are not being populated properly.
