I started a game a few days ago, with the intent of building a good base early, so while building up a few skills and people I scouted around and found an area out in the middle of nowhere just over the border in Sinkunn, kind of between the 2 hive villages. It had good fertility, a bit of water, stone, iron and copper...and most importantly it was so far out there was no way I would be harassed by tax collectors.
I am not sure if the outer edge my outpost area just crossed over in to UC lands, but I got a message and they sent out to collect taxes. I tried moving the out post marker a bit west with shift+12, but it still has the count down. It's really disheartening because my whole reason for picking that spot was I was sure would not be taxed, yet there are several other threats around to keep it fun.
Any help would be appreciated as I really don't want to start over again, so that maybe next time I can build in an area that nobody claims.

Hard to say without knowing where your town is. This map shows the general area of the tax/tribute raids (can ignore the cannibal area, it is incorrectly marked as a tribute raid since it has some disabled dialog for tribute).

As for a way to stop the raids if you're in UC territory. Beyond turning them hostile or allying with them, not really. They won't tax if you are an enemy or ally of them, an ally of the Anti-Slavers (which makes you an enemy of the UC), or if you take down Emperor Tengu (which would also make you an enemy).

I am just north of that northwest corner of the UC territory in that cove there, just south of the northern most hive village. I would guess over 90% of my base is out of that blue line entirely and the rest is just touching it at most.
Is it the buildings or the outpost radius that triggers it? If it is the buildings I should be able to move the southern buildings north....as long as the game has not locked the outpost to be flagged as in UC territory. But according to both the map, and the zone pop up, I should be just outside of UC territory.

I'm fairly certain it's the outpost marker that it triggers off of. That said, that map is not 100% accurate, as it's just an estimate after converting the number of meters in the map to pixels, and then centering the ranges roughly on the locations the raids come from. Given you sound like you're right on the border of the area on that map, I'd guess your town marker is close enough for it to trigger off of, even if only barely.
Nothing will stop a raid that's already on the way, short of importing or killing them before they get there. You could try moving the outpost marker further north using the editor (Shift + F12 by default, then the towns button, and select "Your Outpost" from the list to pick it up), though be careful doing so, and make a backup of your save first just in case.

I got it sorted. I moved the southern most buildings north, and moved the marker. It still said they were coming to get more taxes, so I imported the save and that it fixed it. Now I get cannibal raids...which are far more fun than either paying taxes or having the United Cities after me. Especially, the time I let them take out the Rebels that wondered by, before I engaged the winner, and they defeated the rebels and carried most of them away.
