The Hub - respawn of roaming squads?
After several games I started anew - this time roieplaying a citizen of the Hub.
After roughly 40 days in game, all roaming squads here were either killed or kidnapped by the slavers. The overview shows accordingly "0/0" for roaming squads. Is there a chance that these squads (Holy Nation Outlaws, one odd Ninja and 1-3 recruits) respawn - aside from importing into a new game? If it can be solved by tweaking values in the FCS, please give me a hint which variable/value to tweak

Depends what you call "roaming squads". Roaming squads listed on the map tooltip are squads of holly outlaws that roam the area, they don't actually patrol the town itself (they may pass through it on occasion). These will "regenerate" over time when destroyed.
From your post however it seems that you mean actual inhabitants of Hub that are set on "patrol the town". Those are not roaming parties, and in the map tooltip they are listed under population. They don't regenerate as far as I can tell.
There are few ways to keep them alive:
Level "assasination", then knock them out and give them a bandage so that they can bandage themselves after the fights. You can also "give" them and exchange their equipment. Equipping them with some armor and better weapons will help keep them alive.
They don't seems to have any income and they can't buy food, so they will become strawed soon. If you want, you can "give" them food as well to keep their combat stats up.
Keep town clean of recovering bodies of bandits (and any other NPCs). There is strange bug where if slavemongers attack somebody in or near the town, it's inhabitants will become hostile. Needles to say, slavemongers will kick their ass and enslave them. This does not happen just with Hub, I saw slavemongers attack some incapacitated bandits outside Squin and town guard became hostile to them. Of course Sheks did not have problem defeating slavemongers.
For the same reason be careful when knocking off somebody when slavemongers are near, they will enslave anybody you incapacitate.
At the start of the game, Hub will have randomly assigned it's population and it will be distributed randomly among destroyed homes. Most of them will gave "stay home" set as AI behavior, but about 2-3 will have "patrol the town". Those are ones you see walking around the town.
Be also aware that if you buy one of the houses where these inhabitants reside, they will leave the town and start randomly paroling the countryside. They will be killed or despawn when you leave area. So if you want to keep Hub "live" for immersion purposes, make sure you only buy houses that don't have any people inside.
