A Few Questions

Whenever I have a few members in my squad, it seems like they all suck. I usually don't train all of them at the training dummies, due to laziness, but in combat they are wrecked. Come 14 days later in the game, and MAYBE the best guy in the squad has 13 Attk, 9 Def. Is there a good way to train my squad members? Also, I want to start my own Town/Base. I need a little help on when to start it, how to start it, and where to start it.

What I did was hang out at the outposts. Not the npc towns with building but the small round trading posts. They are the round icons on the map. I would find one with some friendly npcs there.
You get a lot of dust bandits raiding them. I would just help the friendly npcs kill the bandits. Have one of you squad memebers not fight (put him some place and have him Block and Stay).
If all your guys go down you have someone there to do first aid on them and also someone to collect loot from the dead bandits after the fights are over. (Sell loot to the npcs inside the trade outpost)
I would move from outpost to outpost. Don't forget to save often.
As for base building. I wouldn't worry about it until you have at least 6 or 9 guys that are pretty good at fighting. Once you put up a base (at least for me) you will see dust bandits trying to raid it, or could be where I placed it.
I placed my between two npc towns.

One more thing: Whenever I look at the "Info" or "Stats" screen for a character, it is cut off. It doesn't show their weapon type, or anything like that. Help?

Oh, and does having a "secondary weapon" help at all?

The secondary will be 1 handed. If you main is two handed and you injure your second arm you will auto switch to your secondary. If you main is one handed then nothing will happen.
