Will looting ever be "stealing"?

If I was one of 8 guards at a gate, one of my buddies got knocked cold by hostile forces, and then some random guy ran in and took his weapons and/or armor, I kinda doubt I'd just stand there and smile.
OS: Windows 7 Home Premium 64-bit
Processor: Intel(R) Core(TM) i5-3570K CPU @ 3.40GHz (4 CPUs), ~3.4GHz

you do realise that it works bothways? i.e. when you try to "remove" things from an unconscious bandit/city guard.

I thought it was pretty obvious that that is what I was saying.
So let me more obvious..

You can freely loot guards, and they do nothing against you. Will that ever change?

I hope so too. Not only that, but I hope others will be able to steal from your unconscious characters eventually too (I requested it in the I'VE BEEN ROBBED thread).

I felt similarly when I looted a few caravan guards only to watch them get up and then loot some bandits that had been taken out in the same fight. My actions clearly had no direct repercussions, though I'm fairly sure the guards could have smacked my group around, at that point.
