Lo-Fi Games

When you run into a group of Starving Bandits there seems to always be a boss among them.
Does every little group/encampment have a boss? Are these minor, local bosses?
Is there one Grand High Exalted Mystic Poobah, ruling over all of the adherents of a faction?

I know Holy Nation has one overlord, does this apply to all the factions?

its still being worked on but most should have a faction leader. though dought bandits will as they normally run in small groups. not armies.
