Umm.. I had noticed that sometimes shops does not open in daytime.. so Does the shopkeepers take holidays or is that a bug or something else?

I've noticed the same, but if I reload the game, some of the closed shops can then be open. But not always though, so maybe the NPCs need a day off too,.

Its an issue with shopkeepers getting stuck and not opening in the morning, if you save/load they will open. They're all supposed to open/close at 8am/pm
