I was looking at the construction set, and I can't seem to find where it sets DC_IS_RECRUITABLE. It looks for it in every single place where you have an npc joining the party, but I can't figure out what the requirements are and if you can modify them.
Recruiting people in-game is just as confusing. I thought at first it was based on relations, but even when I got my relations positive I couldn't recruit most NPCs. Then I thought it was high stat levels because all the ninja NPCs I freed from slavery would never join me even after buying about 30 of them and weaker ones did regularly. But then I went up north to Cannibal territory and freed a few powerful Berserker npcs from Cannibal camps, and was surprised to have several of them join me - despite very high stats (this one recruit I just got has 59 toughness, 39 str, 32 dex, and combat skills in the high 30s and 40s).
It has to be this flag causing it, because I did a test game where I modded out the check for DC_IS_RECRUITABLE and suddenly had ninjas who had never dreamed of joining me before eagerly pledging allegiance the second I bought them. Is this dialog condition in the construction set somewhere that I'm not seeing, or is it hard coded?

It is hard set as <25 Combat Skills and the character is not a Military, Trader, or Diplomat NPC type.

Hmm. Is that adjusted attack skill? Because the Berserker I recruited is at 33 and all I did was walk him to my base and feed him. He was injured and starving a bit when I pulled him out of the cannibal cage, so it's possible his adjusted skill was below 25 after the starving modifier.
