Does the aggro system work properly?

Hi there,

I just would like to ask if you know the problem that factions that are meant to be enemies do not attack each other.

I created a faction, Okran's Whores they have a relation of -100 with the Holy Nation and the Slavers and the other way around. But they pass by each other and nothing happens.

I created two new types of orders for the Holy Nation and the Flotsam Ninjas, the Order of the Holy Flame and the Nightingales. The Nightingales fight the Holy Nation but after that they heal them.
