Swamper Coexistance: Fix for Shark Genocide

This is a mod I made last year that I am sharing here to increase knowledge of it. I managed to fix an annoying mechanic in the game that people often complain about, but not many people have noticed my mod on the workshop so far. I hope you find this mod useful for your next play-through.

Have you ever seen a bar fight break out in Shark which spread through the entire town and resulted in the town destroying itself? This is a common occurrence in this location, so common to the point that most players try to avoid this trigger from occurring and save-scum if it does. I turns out, I discovered a simple modding trick to prevent Shark gang wars from destroying the town. The bar brawls will still break out, but you no longer have to worry about the fights extending to include every person, resulting in the ultimate destruction of what is probably your favorite source of cheap hashish. Only a few people in the vicinity of the fight will jump to join, but most people will now ignore it! As far as I can tell, this is the first and only mod that solves this problem.
