I'm currently brainstorming and messing about with the FCS and I have an idea for a mod. I've been discussing it with some others online and I've found through that conversation that the mod I want to create would require editing the file fcs.def file to get the functionality that my idea requires.
However, I've yet to find any conclusive answer to the question: Is this kind of mod *okay* to make public as it requires modifying base game files? Also, if it is okay to do so and I make my idea work, how would I distribute this kind of mod? I imagine it would probably need manual download or otherwise an alternate method than by Steam's Workshop or via Nexus Mods, for example.

if you have to decompile code to gain access, then its not acceptable.

The FCS.def is a completely safe edit for posting, well beyond that it would of course be easy to break things for the end user if you don't know what you're doing. Nothing wrong legally speaking for posting a mod with that file edited though.
You also don't need to have the users change anything even with an FCS.def edit, as all that does is alter your options in the FCS. The end user doesn't need that edit to use your mod. So uploading the mod should be the same as any other mod.

Now knowing this, I feel like this opens many different possibilities.

She's referring to edits to files that cannot be uploaded to the workshop. Simple example would be a world edit that changes the actual shape of the world map, adding new lands, etc.
Some of the files from that cannot be uploaded to the workshop (well, they can technically, but the game won't read them), so you'd have to upload to a place like the nexus and include installation instructions for a manual installation.
