You can't , you can only change the body parts endurance for a whole race (i.e.: Human or Cannibal), a possibility is to create a new race with the modified hit points and set the wanderer to be that race, and don't forget when you are editing vanilla start-offs you have to modify them directly on the gamedata.base file or else they wont work.

I would not recommend to mess around with races right now unless you are creating a whole new faction, because the npc's interaction with the new race might not work properly.
