add "Add Materials" right click option

As the title says, when a building is in progress, I'd like to be able to add materials that might be needed, instead of waiting for the current chunk of production to finish, before someone else adds more.

Seconded. If only I had the authority, I'd also like to third, fourth, and fith it as well. =)
