That's a nice idea. And it's already partially implemented, i think. I hate to spoiler, and even more i hate the fact that i've discovered the thing during my translation of dialogues, rather then actual gameplay, but...
Somewhere in the Empire lands, there're nomad farmers, deprieved from their farms by that very empire. They would approach your gate, asking for help and shelter. Once you opens the gate though... well, let's just say that they're disguised bandits. But initially they pretend to be civilians, and if you won't open the gate, i think they'd go away, telling something like "I see nobody will help us here, let's move", leaving you hating yourself, because you've apparently just abandoned a group of innocents in distress

Slick bastards they are.

I did have an injured hungry bandit show up at my base once and join the team. It only happened once though, I put walls up soon after that. Have also seen visitors from nearby towns wandering around inside bases but they want the standard fee to sign up. It would be an interesting trade-off if the bandit farmers showed up at the gate. If the bandit farmers knock out a worker, there are lots of slave catchers around, so even easy battles in the Empire area have additional risks.

They should totally add the option to put anything like this in via modding system. (If it isnt already, but I don't see any mods that do it so im assuming there isnt)
