AI: Ditch loot should only kick in when inventory is full
Currently, characters will drop an item in a storage container immediately after they're finished crafting it. This is inefficient because they would save time by putting the item in their inventory, getting right back to crafting, and waiting until their inventory is full before ditching loot.

You used to be able to fill inventory to max. But it caused a ton of issues. That's why we have our current system.

This is the issue that is somehow causing problems with cooking on campfires and mining ores as well.
Generally when working on a crafting machine they will move the item to storage, but if storage is full they will not keep making or mining things and fill their own inventory. Which for the most part works fine. But for mining or cooking outside of a base this causes issues as there is no storage so they stop when the object is full.
IMHO, Needs some tweaking so if there is not readily available storage they instead fill up their packs.
