empire peasant faction should be the same as uc

i payed 130000 cats or however much to reset my reputation with the uc, but now the empire peasants still attack me, which makes the uc mad at me, so the reputation reset for uc is a bit moot when they will attack me whenever a peasant walks by and attacks me anyway.
