This feature would cost ancient books/engineering research or even ai cores to reduce the swim penalty from having prosthetic limbs by utilizing airbags to counter the extra density of the robotic limb.

Not a bad idea, maybe flipper shoes as well, could be usefull to get to some distant islands.

if not i could try and mod swimming penalties off prosthetics :D, but that would feel like cheating.

Add a prostatic leg with a flipper to increase swimming but reduces walking and sneaking.
Could make shoes that do that as well. Seems like a sensible modification.

I would also argue that ALL clothing should have a decrease to swimming skill.

Nice sum-up. Why clothing should reduce swimming though? Higher drag?

The clothes weigh you down. Heavy armor would make you sink. but we dont want swimming to be a hindrance (though my guys swimming 0mph with 60 swimming is already one =/ f it im gonna look this up in the fcs. took me less than 5 mins. link to steam workshop below:

Yup you are always faster in the water without drag. Try swimming in your jeans then strip them off and go skinny dipping you will see. :D
And the wetter and heavier they get the grater the chance you will tire and drown.
Now an oil skin pack that is water proof could off set that by adding buoyance.

Now all this is pointless as stripping before swimming would be boring and tiresome unless there were some updates to combat in the water and creatures that live there. along with more special resources in places where swimming was required to make going to such dangerous places worth it.

Currently swimming is not a problem except for acid, which is avoidable with a high enough AR. but if you have to take those clothes off things are getting tough again. but that seems like a cyclic issue to me. and wouldn't improve anything. If there were monsters in those depths, and you could out swim them with a good skill swim skill then it might be worth it to pack everything into a dry bag and swim your little naked butt off.
