Escalating Assaults

After defeating an assault from one of the three major factions, the next one will be stronger. (More units, higher levels, etc . . .)
Currently:
If I can successfully defeat a faction's assault without losing members or depleting my resources, I have no reason to go on the offensive because the enemy is feeding me troops. Each time I defeat these troops my squad is stronger. I want them to keep sending war parties because I can farm them for experience.
Escalating Assaults:
After I survive an attack from one of the three empires, I know I must eventually counter-attack or their assault will be too much for me to withstand.
