Lo-Fi Games

I'm not exactly certain whether this is a bug or a feature working as intended (RNG and good luck maybe?), but I only ever get stopped by town guards for smuggling checks on my way out of cities. As much as I appreciate how easy smuggling illegal goods is, I think it seems kind of unreasonable that people would be so concerned with making sure contraband doesn't leave their walls while not bothering to prevent it from entering

My own experience is checks are random.
Some times on the in, some on the out, just random as far as i can tell.

I can confirm that smuggling checks are happening both on entry and exit from towns. I've even had both on the same visit to Stack.
