You already can do that - buy a bull or a garru, slap a backpack on it, and fill it up then send it on its way. If it needs to traverse hostile territories, send the appropriate guard or contingent thereof.

Anything with no risk of attack when traversing dangerous areas, or that doesn't have the appropriate associated travel time, would create balance issues.
