Ability to lock shackles on people just to mess with them

Hello,
I see plenty of requests about wanting slavery, this is not that.
When playing the slave start,
I'm bummed out that I can't pick my shackles free and lock them on a sleeping or KO'd guard.
Which would then ideally require an awake guard to unlock the shackles. Wasting their time and suppressing them in fights.
It would be nice to complete the scene of knocking them out at night, emptying their inventory, locking them in a cage and putting shackles on them. Likewise, I guess it would be a nice set piece to be able to lock shackles on rulers you capture or more boring bounties just for kicks.
Implementation as I see it...
Placing shackles in boot slots should automatically set them to the locked state on anyone.
Alternatively, maybe a menu option to lock them with your lockpicking skill if they are unlocked when you click on the equipped person or the shackles in their boot slot.
The big hang up I could see here...
You probably need to play with the AI code of guard's and maybe all NPC to attempt to unlock their own or an allies leg shackles if they aren't doing their obedient slave job.
I hope I don't need to wait for Kenshi 2 to see this...
If all of these effects are mod-able maybe I'll make an attempt and a mod can be released in a parallel universe where I complete projects I start.
[Edit] After playing a bit more I noticed guards placed in cages are enslaved by other guards in Rebirth in the morning. They kinda do the job for you but I'd still like to see this feature for life outside of Rebirth, putting shackles on slavers and rulers and what have you for fun.
I also noticed you can bring up a context menu when right-clicking on shackles in your inventory in the boot slot to unlock them so it seems like everything is in place to allow the reverse.
