While it would be cool to have some sort of multiplayer, it does not seem possible. Instead of that there could be an option of adding other players content to singleplayer. And even making offline asynchronous multiplayer.
Other player creations could be added one-by-one from Steam Workshop, for example, but it could be better to have also some common database included in game itself and updated with game updates. With content in that database passing quality check, adding some translations if possible/required.
Translations/quality checks could be done by players themselves/community and checked only after that.
1. Characters/squads.
To make characters more unique character traits, dialogue options could be added.
Generally more generic dialogues could be added to the game, and characters traits may decide which of these dialogues may be used by character, and which may not.
Some user-defined dialogues may be added too, but that could add more work related to translation.
Player-created characters/squads could be met in specified place, city, doing specified job or just drinking at generic tavern.
2. Cities/camps.
Whole player-created outposts with NPCs and faction traits could appear at specified locations or even at some random places satisfying set conditions.
3. Ruins of cities/camps.
Player-created outpost could be turned into ruins, losing its inhabitants. Is could be done automatically from living outpost, or by player creating ruined outpost to begin with.
4. Books/rumors.
Player-created books and rumors could circulate around the world.
Especially useful it may be to use books at player-created outposts, especially ruined.
5. Arena.
It is possible to make squads for arena fights, setting not only characters and equipment, but their behaviour too.
If that behaviour would be precisely the same with the same set of initial conditions, it will bring offline asynchronous multiplayer on the arena. Then there should be just some options to transfer that initial data. When arena interior is the same for all players, the same fight can happen identically on arena of one player and another.
And there could be even more simplified version - when you just transfer the squad characters and equipment, but active player can control his squad. Then the fight will be different for one player and another, resulting maybe in victory of both players and defeat of AI-controlled squads.
I believe that is a realistic option to create a new game mode with almost infinite replayability.
