I have Emailed the Administrators about this topic and expressed my desire to see the Mayoral portion of 'Fort' Management largely Automated. My Suggestion will keep the workload light and still deliver a functionality to the Community members that desire to have a more 'thriving settlement' experience in their Sandbox Gaming.
I personally have sought to make the mod for Kenshi 1 that would allow an NPC Squad to buy a Player Owned Building at the Request of the Player (Push 'Sell' Button, watch NPC's buy the building). From all of my 'Homework', Searching and discussions with the Modder Community, I have discovered a thing called "Enum". Enum's are (Take this definition with a Rough Grain of Salt) to the best of my understanding, Raw Desires that are placed in an NPC's list of actions that CAN be taken. And that is where my Quest to make the Mod Ended... You (the Modder) can only select Enums that have already been made, as making new ones would take a Developer to Code/Produce them.
I know that the Dev has expressed a desire to make the game (Kenshi & Kenshi 2) more Centered around the Adventures and Misadventures of the Player and Their Group. Having stated (I'm paraphrasing a bit) that the Base Building Mechanic was Largely Implemented as a Base to fall back to when Adventures were done.
This is where I'm thinking that the Community came in and said "I don't care if I'm a nobody, and I don't care to be a Mayor Governing the Tax Rates of the Townies. I just want People to live in a Town I Made."
So this leads the Post back to where it Started: I tried to make the Mod that would Satisfy the People's need for Civic Creation. But I am not in a position to make it happen. So I wanted to make this Post to see how the Community would Respond to the idea.
It's pretty straight forward. Make an Enum that gets an AI Group to move in on Player Sold Housing and simply do things like shop at player owned Establishments or hang out at the Local Pub etc. etc. This Suggestion would make it easy for Players to Host Colonies/Settlements/Hamlets(the list goes on...) without the nitty gritty tid bits of Civic Managment. One could even take the Enum and apply it to things like Wells, Docks and Shipyards or even Farm Fields that would then be worked by Unafilliated AI Groups rather than Player Run Economy.
This is already a LONG Post, so I'm gunna say "thanks for reading" and zip my lips to let the Community Respond.

So here is the thing: it really depends on the base and who is in it. Most players use the 256 player mod. That might as well be a feature. If you have one gate, with the U configuration, and skeleton crossbow gunners, you will never worry about an attack. Even modded attacks are repelled.
A base in the levithian coast is forver safe. I once saw cannibals aggro levithians, and an army of several hundred was stomped to death, i spent hours trying to find what was left of mighty canhead.
A skeleton outpost in the dead lands will never be bothered.
With that said, town AI needs a work and is underwhelming for what was in the game. A battle stations button in the town section would be fun for incoming attacks where everyone gets prepared and ready and closes the gate.
