Groups of random people from random factions who deserted their posts and decided to roam the wasteland. Your choice as to whether their hostile or not, perhaps they've edited their armor and weapons with colors and modfications. I'd also imagine that the armies they've deserted or caravans and cities they've raided will offer bounties on their leaders or even the whole
Group.

You mean like the bounty system currently in place? I suppose faction specific bounties could be interesting.

Just soldiers that went rogue is all he's saying. Effectively they'd be more powerful bandits, equipped and trained like soldiers, hunted by their former faction and possibly hunting you. They could have left because a lack of food, poor policies, or organized rebels even.

Isn't that usually what the mercenaries guild is for? Basically, they are a faction consisting of former soldiers that contract to private entities to do different things. (Like attacking a town because the rich merchant who paid them was banished from there) Or is the thought something similar to a ronin/ drifter type?

Yeah, except they quit and aren't willing to get contracts. Also I put a suggestion that looked like that, except I called them rogue soldiers :I.

Much more bad blood between them and their former faction than the mercs would have I'd imagine. Less likely to work for contract as well.
Likely it's more like a band a drifters who went AWOL.

I like this idea, especially as I don't think it would be too hard to implement. Basically, another bandit faction wearing different coloured military gear with buffed stats. It would make a change from bandits and ninjas.
