I think that bandits could make deals with each other wage war on each other and make deals with various factions ect

And extort money from each other. And estabilish protectorates. And protection rackets. And have the same diplomatic options as every other faction. And every other faction should be able to do this. And they should have units with alot of armour and that is even better than a general's armour that should be called big bosses or faties. In other words, I agree they should have the same diplomatic options.

i believe this is a planed feature, not called diplomacy or w/e exactly but the same idea.
but ya in the future there will be times when you get options to "negotiate" and such based on your reputation, alignment and other such things.

This somehwhat fits inside the organized crime idea.
